Is it strange to give a Mothers Day gift to anyone who isn't your mother?

I would rate it as a bit unusual, but not outrageously so. If I was close to my sister-in-law, I might very well pass a gift on to her. Or likewise for a near and dear friend who happens to be a mother. EDIT: Typo.
