Of course we believe in rights, the whole premise of Anarchism is that the state is a violator of rights, instead of a protector of them.
Basically, there are three essential rights we believe all human beings are entitled to: Life, Liberty, and Property (gun rights is an extension of property). Those are negative rights, which basically mean "These are things other people cannot do to you without your permission", unlike positive rights such as a right to food or healthcare, which mean "These are things other people must provide to you".

I agree that we need something in place of the state. Rights don't just appear out of thin air, it requires people to enforce and protect those rights too. But I don't think it has to be a state. A polycentric legal system can fill the power vacuum and protect individual rights just as well.
