Mine isn't a "fine" per se, it's paying a judge to legally clear my name and wipe everything from the records. No clue what your buddy did, sounds like he's a monster!
I was charged with a DUI back in the day. I can get it expunged if I pay $1500 since it was my only offence ever, but the only net benefit is for job applications and going to Canada. I don't really foresee either of those right now.
