From the season 7 episode Gambit. This is from part 2, where both Picard and Riker are not on the ship. Data, being the second officer, is therefore in command. Despite Counselor Troi and Geordi and Doctor Crusher being Lt. commanders, Worf ends up second-in-command. Never quite understood that, although I suppose it's because he's actually on the bridge crew. Troi did never complete bridge officer training until later in season 7, though, and Geordi, even as a Lieutenant, was placed in command temporarily back in either season 1 or 2.

This bit also reminds of the season 5 premiere episode Redemption, Part 2, where Data is in command of a ship under a task force headed by Captain Picard. In that episode, Lieutenant Hobson serves as his second in command of his ship, and is also disrespectful and insubordinate to the point where it would have been reasonable to remove him from his position. Data even says so - "Mr. Hobson! You will carry out my orders or I will relieve you of duty!" One of the few times Data seems to show emotion, in Brent Spiner's own way. Canonically, it couldn't be emotion, of course, I think he was attempting to convey how important is was for him to obey immediately, and without question.

I have an easy 3-step guide for anyone who wants to watch one of the TNG movies as well. Might as well mention it here.

  1. Go to the store/Redbox and find one of the TNG movies (Generations, First Contact, Insurrection, Nemesis).
  2. Find any two-part episode of TNG on Netflix and watch that instead.
  3. Throw the movie you just got into the bin.
