the White House shaved $550 billion off its initial proposal by dropping funds for manufacturing, research and development, and also cutting spending for broadband expansion and roads, bridges and traditional infrastructure.

So their counter proposal for the "infrastructure" bill, which was only about 15% dedicated to actual infrastructure originally, is to reduce the amount actually spent on infrastructure yet keep all of the pork. Brilliant move retards.

Typical behavior for politicians, they'll cut all funding to the original focus of a funding bill in order to pass their pork projects.
