Some obvious questions not asked in there are "who will pay for this?" and "what about inflation?" The higher taxes necessary to pay for this combined with the cash payments received would remove incentives for doing any work so long as the necessities can be met. But the "basic" income would never last (or even been sufficient in expensive places like San Francisco or New York), and prices would soon adjust so that the basics cannot be afforded. Back to where we started but with higher taxes and strong disincentives to produce and innovate. This is literally Atlas Shrugged.
