Sarah Sanders was repeatedly asked if the President believes he is above the law. Here's what she said.

"When the President does it, that means that it is not illegal."

She wouldn't use a definite term about it, she had to say "certainly no one is above the law." It appears direct, but I feel she's leaving room for doubt with that statement. She dodged it long enough.
