I think anybody can claim whatever race they want on the census. It is what you identify as after all. What are they going to do, use the Nuremberg code to determine who is racially pure?

If true, this is interesting. Obviously not because its a good idea, but because it paints a picture of just how badly they must be polling with the black demographics. The use of race as a political divisor is clearly failing.
