URLs can be up to 2048 characters long but submission form only allows URLs up to 256 characters.

How many 2048-byte long URLs have you ever run across?

The max length of a text field in databases can allow for literally gigabytes of text.

As for 2048, don't know. But I know for a fact that I've come across a lot that are more than 256. Deep linking to intranet sites, news articles, and so on are common places to find these.
