It's a cycling race; the guy being taken out is a spectator who runs after the racer on the track. This is an annoying phenomenon in cycling road races, is detested by the racers and occaissionally causes falls with racers. The stewards are a boss handling it like that!

aye the worldchampionship is in Bergen Norway this year. Idk if its illegal or treated as such as the race is on public roads.
