The $250,000 car (guessing) is sitting at the curb, "collecting dust." The rental company doesn't want to collect the car due to $45,000 in fines BUT! has the renter's passport awaiting him to pay the fines so he can leave the country. Interesting situation.

Interestingly this is how Saudi Arabia legalizes and justifies slavery. They will hold the passports of workers on often remote saudi compounds.

A Dubai legal expert told the newspaper that tourists aren’t often prevented from going home in these cases, and that the rental agency will likely have to file a civil suit to recover the costs for the fines, which would be carried out in the U.K.

Unfortunately he's probably just going to get a new passport and then walk. A civil suit after that would be unlikely to result in a positive number for anyone.
I've dealt first hand with wealthy Saudis temporarily in North America. A couple nice guys, but mostly a bunch of shitheads who believe they are the master race and above our law.
