Each state should have public raceways.
Opt-in funding through insurance companies, manufacturers, corporate sponsorship, and individual dues to cover: Upkeep, emergency services, and security. Each state/area could boast tracks unique to its region, and have live streaming and tournaments.
E: Tracks that are publicly avail. to regular folks when not in use by pros (NASCAR, etc.) exist in pockets, but are $$ and unfriendly for a quick spin after work.
