I believe that the author is a professional doom and gloom person. At least in the tech industry, the last few years have amply demonstrated that on-site is not required to be efficient and make money. In the last year or so, I don't think I've dealt with anyone in a tech job or a tech-supported industry that wasn't remote.

Office space is more expensive than the remote infrastructure cost to support a full office of workers. Workers are more productive and tend to work longer. The workers save commuting costs and companies save that $50-400 per square foot for office leasing.
