It is a tax on worldwide assets, so technically that present them from taxing you. Whether they can handle the logistics of that is a different matter.

It's also interesting that you get Argentine citizenship by merely being born there, and it is one of the few countries where you cannot renounce your citizenship. This means that somebody could be born in Argentina, leave as a child, grow up elsewhere, become a millionaire through hard work/starting a business and still be liable for this tax in Argentina while never stepping foot on the ground as an adult. Of maybe they were born abroad to Argentinian citizens and never even been to the country but still somehow owe this tax. It's quite an immoral tax grab, but I doubt anybody is surprised. This is exactly the kind of thing Argentina is known for.
