Only doctors at hospitals recognised by the State Administration of Traditional Chinese Medicine will be allowed to use powdered forms of rhino horn and tiger bones.

Some traditional medicine like acupuncture is actually pretty interesting. The obsession with rare animal parts make pagan blood sacrifices seem more normal.

I think they've weighed the need to satisfy the percentage of Chinese population that believes in the regenerative powers of ground tiger bones, against the western outcry.
