Why not start working on an international treaty that bans private citizens from sharing sexualized pictures of people without the subjects consent? I'm sure there's a lot of groups with "hidden cam" problems (I remember the first miniature cameras being found in girls' locker rooms in Norwegian high-school around... 2002?) and it's likely growing.
