The program's focus is on addressing housing inequity, with a first phase that allocates $400,000 of the budget to provide $25,000 grants to eligible recipients to help with home ownership, mortgage assistance and home improvements.

So 16 people will get 25k a piece.... It there a rider on these loans that says "you will never get to complain about racism again"?

Essentially these are the same as HUD grants but provided from local funds and politicized.

Safest bet ever that this won't be enough. The next program won't be enough. Why would it be when this kind of thinking encourages a victim mentality and vindictiveness?

Evanston is expensive. Any blacks living there are not poor, or they are and they're homeless.
