Has anyone else wonder why Hawaii has Interstate highways?

I found it very strange, personally. They could as easily be a high-volume state highway like the NJ Garden State Parkway. But, no. They're highways.

It doesn't seem right.

Just in case there is a war on the west half of Hawaii then the east half of Hawaii can mobilize quickly
