Use 'em up, ship 'em out. In with the new, out with the old. The lowest class are prolific breeders, so the supply will always outpace demand.

The poor are usually the least responsible of our citizens. That certain plays into it this. They aren't free of blame, are they?

Whether the poor are irresponsible or unfairly disadvantaged is a little like weighing up nature versus nurture: probably a bit of both + it's complicated.
