I try to stay positive and never say never when contemplating the unknown and or systems packed with set variables and or potential variables that are or could be relative to my questions/projects.
With that said. It would be way more fun and potentially more rewarding to start the business from scratch.

As rhetorical as the question in the title seems. I'll give it a go for fun.
Off the top of my head. I can offer two suggestions that may help you PhuksMulder mate.
1). Apply for that specific job.
2). Find another popular restaurant or burger joint that is located close to or within a popular dog park. Once you find a location you think may have potential. Start designing a flyer you can hand out to the dog owners and shop/food outlets in and around the park. With any luck, it will inform people of your new K-9 care package that allows dog owners the ability to peruse the local shops or grad a bite to eat while their four legged friends are being professionally cared for.
Also, when pitching the idea to the surrounding shop and food outlet owners don't be shy about informing them that your business not only provides a job for you and maybe others, it should also generate more customers for the surrounding shops and food outlets.
