They seem to be built is areas that otherwise do not have the economy needed to really support them.

Yes and they think sinking some money in a region once would help them in the long term, but a short stimulus usually doesn't benefit the region long term.

I seriously don't know why a struggling town would host the Olympics when there's a history of them being an economic burden

They spoke about this kind of thing during the Olympic broadcasts. It's sad so many spend so much to host these things, only to have all the facilities rot away after. I wonder if winter season will bring some life back, though.
