It won't be an app, just a mobile version of the site, but it should be far better than the current main site on mobile. You are better off asking /u/Polsaker for an estimate.

Traditionally, larger projects like big redesigns and stuff tend to take quite a while. Bug fixes and feature implementations are fairly fast in comparison.

My biggest issue on mobile are how close the block and reply buttons are. I've blocked and unblocked a lot of users in the past couple days.
