To be fair, I'm sure there are pretty severe cases of online harassment that can have serious effects... but this sort of wording:

or "Cyber violence is equivalent to physical violence" from the title of the Time article, seems to have divorced itself from widely accepted objective reality.
May be a case of any publicity is good publicity.
North Korea is testing nukes and the UN is sitting around debating "cyber bulling", makes sense though. I mean Kim Jon Un may have several actual nukes but he has and endless supply of "cyber-nukes" that can set off flame wars all over Reddit.
I'm not going to sit around here and say that cyberbullying is not a problem (though, the government has no place enforcing laws against it, except in extreme cases such as stalking, etc.) but it's not violence and it's not as bad as violence.
