I'd suggest watching the video as he doesn't actually discuss commercial ads much. But more along the lines of ad like content in TV shows and movies that are much harder to suss out. And then goes on to talk about how different the rules are for online platforms.

Without watching the video... almost everyone had to declare ads. Ddoes this guy think the words "Paid Promotion" and "Not a Real Doctor" and "Closed Course" appear in small print at the bottom of almost every advert for the fun of it?
