It says a great deal about western culture that this sort of headline even exists.
I'll bet no one in Singapore will ever see something similar about their country.
Football hooliganism? Reduce it with very strict and severe corporal punishments. I'd bet after receiving a few dozen stripes from a rattan that most of those sort of clowns would think twice about playing the fool again.
Screw a bunch of human rights. Act up and you get your ass beaten. Beaten really well. That seems much more efficient and cost effective than holding jury trials and managing probation monitoring.
