Frankly the goal is probably to hinder social media more than anything else.
It's a nuisance to anonymous trolls, it's a large hurdle for kids that don't have easy access to a VPN, and its a headache for those annoying Silicone Valley people. Win-win-win.

Apparently, the concept of VPNs and proxies has escaped elected officials. This time in Arkansas, so I guess they came by that stupid naturally.
Arkansas residents are required by law to present ID proving they are 18+ to use social media.
