I'd replace the entire chain of command.
The police need to be like the Coast Guard - "You have to go out, but you don't have to come back."
If they aren't willing to put their lives on the line, they are in the wrong profession.

Not that it matters. It's cowardice to not confront the shooter even if you only have a subcompact 9mm. It does show they are hiding even more. I am waiting to confirm absolutely but I believe one of the officers tried to save his wife and was disarmed. One of the officers should have just shot the commanding officer and went in.
