Trump is testing the boundaries of his powers. He is daring Congress to check him because it's an election year and he'll use opposition as fuel against his opponents. He's openly violating the Constitution.

Article I, Section 9 clearly states:

No money shall be drawn from the treasury, but in consequence of appropriations made by law;

And as much as I dislike the payroll taxes, Trump doesn't have the power over taxes. Article I, Section 8:

The Congress shall have power to lay and collect taxes, duties, imposts and excises, to pay the debts and provide for the common defense and general welfare of the United States; but all duties, imposts and excises shall be uniform throughout the United States
