With the 1001 triggers of SJW commie-crybabies, banning "any type of literature sign that is posted that may be offensive to some folks" should pretty much eliminate 99.5% of any/all signs....no doubt the end goal!
The meme is extremely effective because it's very non-aggressive. Normal people look at it and don't think twice, but it really brings out the true colors of the screaming SJWs and truly racist people

Next week someone should post "It's okay to be black" and call the same news station. I'm sure they'll be right out to do a story, and the city officials will be on air denouncing the signs! /s
Or put up both it's ok to be white and it's ok to be black signs in the same general area and see which ones do and don't get ripped down, and then watch the chaos ensue
Anything said, even if it's the most generous and warm-hearted statement ever, is bound to offend someone at some point. And those people offended by such kind statements apparently happen to be the evermore not fun to deal with SJW assholes.
