Bexar County Sheriff Javier Salazar said the girl's family had arranged for her to marry a man in another city and that a sum of $20,000 would be exchanged.

That is not 'arranged marriage'. It may fit the dictionary definition, but that is not how the eastern cultural practice usually works.
This is what's called 'slavery' or 'prostitution', and it is unfortunately considered acceptable by some cultures.

What people usually mean by the phrase 'arranged marriage' typically comes with a dowry that get paid to the groom, not by him. It is also usually intended to elevate the womans position or status, and by extension maybe her family. It's not always good, but it is intended to be.
It shouldn't be compared to barbaric slave practices.
