This is a power move, he knows the Republican party doesn't have any stars right now and are trying to generate heat with his name. Of course he himself, wants to be the one who helps create the next generation of popular Republican candidates and controlling the marketing of his image plays a big part in this.

Now he knows what it's like when people won't stop using something you own. Kind of like how he'd never stop using music he wasn't allowed to. Or using a venue and not paying for it.
