Kemp should've resigned as Secretary of State after he won the Republican runoff for governor. Abrams will challenge if there is a close vote and she will accuse him of vote tampering. I don't know why the Georgia GOP didn't push Kemp to avoid this by stepping down or publicly recusing himself from certifying the results and asking Governor Deal to appoint someone to certify.
