This is what has been needed in the federal government for as long as I can remember. But people's jobs are at stake, so it's going to be a fight that can't be won in just a few years and it requires many more to buy in. Every agency and department has overstepped their original mandates, each building their own empires, many of which they have no relevance to their legitimate mission. So I hope Trump can make some headway, but it's difficult not to be pessimistic.

No. Trump's strategy is to shuffle people as quickly as possible once a specific goal is achieved. It keeps people so dizzy that they cannot keep track of the changes and keeps the left and right hands so confused that all the hands can do is babble incoherently at each other (instead of shaking the other). It's how you get corrupted practices unnoticed in business and is a classic and tried and true strategy. I'm honestly surprised no one has noticed this yet. When you shuffle this fast, it's 100% irrelevant if the new person is as corrupt as satan or as clean as a saint.
