Looks like you're encrypted.

If you're a terrorist we must deny you your encryption.

We'll need to break that encryption to check if you're a terrorist.

If you're not a terrorist we'll just pretend the whole thing never happened (until you send your next encrypted message).

This should be a huge red flag. I don't see any way for them to take encryption away from terrorists, but not the public.
This sounds a lot like a 'patriot act' type of move. You know, where they claim it's about terrorism, but it only ever gets used against regular citizens.
