This happens sometimes. Considering it was right behind the mound, the pitcher is the most likely candidate to catch it; but then, pitchers focus on pitching, which sometimes leaves their defense lacking. So one of the other fielders could play it instead, especially considering the time they had. But these communication breakdowns occur from time to time - everyone feels like someone else is probably in a better spot to catch it, so they don't call it, but then no one calls it and that happens.
