They're mostly the same early on, but Iran hasn't expanded to building crew compartments, yet they are testing a rocket already. One part is years ahead of the other. It wouldn't be a problem if they were trying to build a transport only, like the SpaceX pod that services the Space Station, but they're trying to present it as a full service, do-anything launch.
