two cosmonauts are expected to launch each year aboard American spacecraft while two astronauts fly aboard the Soyuz.

The Americans are expected to have two crewed spacecraft models in about a year, uncrewed testing should start early next year. Currently only Soyuz can bring crew up there and back. To have a Russian and an American on each crewed flight is reasonable, since they're responsible for respective parts of the ISS.

I read it as an exclusive thing, Russians flying on the American rocket and vice versa, but i guess there's more than two people on a flight.

The Soyuz flights support three, the ISS isn't only supported by Russia and the US alone, so the third seat varies in nationality a lot.

The new American crew spaceships support up to six seats, but I don't think the ISS has capacity for more than six and they're not replacing the whole crew in an instant.
