The report also recommends that Congress consider any acquisition by the big tech companies to be anticompetitive unless the companies can prove that the merger would be in the public’s benefit and could not be otherwise achieved.

So Congress is promoting for big tech just to copy smaller companies? On one hand this is fine - many acquisitions are just because the company wants to get a product on the market sooner. That gives smaller companies that are already developing the product an edge.

On the other hand, if smaller companies do not hire a team of patent lawyers and patent everything they do, then big tech will copy and possibly cripple them a year or two later. If they do patent everything, then big tech can litigate the smaller company out of business.
