A few weeks ago a Chinese new outlet (associated with the CCP of course) threatened Taiwan and Japan with nuclear attack. That is a change in their declared "no first use" policy. That nationalistic warmongering got shut down and censured by the CCP shortly thereafter.
With this story coming out too, seems like maybe the CCP doesn't have as firm of a grasp over nationalistic jingoism in the press as it appears--or it might indicate an actual departure and changing point in policy. They have been building up their ICBM and missile force in the last few years.
