If it came from the chans then it's probably a hoax.

Now it's said the hoax has been embraced and white supremacists are using it.

Is this a weird reality where the chans have an affect on the real world?

Yes. Sounds bizarre, but they actually did start using it. There was some news coverage of it before it was actually used seriously when the 4chan thing happened, which probably causes some confusion, but people do unironically use the OK symbol like that now.

Apart from the guy handling this about as awkward as is humanly possible, is this "OK" sign actually a racist sign?

The Anti-Defamation League previously noted that the “OK” gesture isn’t a hate symbol. “Has the simple thumb-and-forefinger ‘OK’ hand gesture become a white supremacist hand sign? Well, no, it hasn’t, but you are likely to hear just the opposite from social media, thanks to the latest hoax from members of notorious website 4chan,” read a post from the anti-racism group.
