If you're out of workers, that means it's a workers labor-market, and businesses need to get competitive with their pay if they want to keep their positions filled.

Or, you know, just buy your business insurance from a company that respects your state's laws.

Correct, it's all talk about free markets when companies reap the benefits of markets, but when companies face the discipline of markets there is always a "crisis" where government needs to get involved by providing subsidies, training programs, etc.
