I don't doubt the points made in the article, but there is at least one additional element that probably contributes to this.

Elderly people shoplifting is a world-wide phenomenon. I've been told that most shoplifters (in this area) are grey-hairs. There's apparently a number of reasons behind this and most of the time it is not 'need'.
Some want attention, some have memory issues or other confusion, some are bored, and many are seemingly unexplainable.
Elderly people left to their own have a habit of getting themselves into trouble.

Yep, it starts with more harmless stalking but a young person who attracts too many elderly stalkers risks them turning into a rape gang. Some have compared it to locust swarming behavior.
