I have to say I agree with the 7 on this list.

Can you think of any other bad scenes in otherwise good movies?

I don't think I agree with seven.
From the perspective of moving the plot forward, it is unnecessary and excessive. But that is a characteristic of Tarantinos style. The interaction is the content/point, it is not just a plot device.
It firmly establishes his indifference while satiating the audiences desire to grill him over his behaviour.

I think it can be compared to this scene in Reservoir Dogs.
It had already been well established that Mr.Blonde was sadistic and brutal. One could argue that the scene was over the top and unnecessary.
But it was also one of my (and others) favorite scenes. So, maybe there's is something to his excesses.

At least to some. He usually gets a love-or-hate reaction.
