I think we could probably play some form of MP. You could play with any amount of people if you had some kind of GM that posted for unclaimed major countries every now and then.
Over the past few weeks I've been thinking a lot about a historical MP, perhaps starting from the beginning of the 20th century up until around the end of the Cold War, or something like that. I think this will eradicate a lot of the moderation issues and posting issues for players. We know all of the events that happened IRL in this time period, and we can make informed guesses as to what would happen if someone made a decision that differed from the "IRL timeline". We can have scheduled historical events that may or may not trigger, depending on what happens in the game, and we don't need to guess what technology will be like in 2038.
Another benefit to this is that there aren't really a lot of major players.

Obviously I'm missing some out, but you really only need 5 of those countries and someone to post for others occasionally, and that need will be decreased if we set up scheduled events that happened IRL. I would propose using the Hearts of Iron research/tech trees as a guide for different countries, these could be written up for each country and we would have a clear idea of what is/isn't possible in different time periods.
The only two things we would need to work on are combat and economic mechanics.
