I can name a Director who went on to become President, but I agree that operatives tended to be low key.

Oh yeah, that was back in the day when national political figures didn't call for fighting in the streets and call themselves 'resistors'.

Yeah I had a neighbor in the CIA in Michigan. When my folks first moved in the FBI stopped by (both dressed in overcoats and 50s style hats it was the early 90s) and asked my mother for an interview and that they had some questions about our neighbor. She didn't believe they where who they said they were, told them to leave and shut the door in there face. The next day my semi-retired neighbor came over and apologized for the incident saying he couldn't tell her anything about himself until the Feds did an initial interview. After that they would contact my family every five or so years and ask mundane questions about goings on in the area or at his house and be done with it for another few years. I don't know what Mr Otto did but whatever it was he obviously knew some shit and since we didn't live far from Hoffa's old stomping grounds and about ten minutes from where he (Jimmy) went missing (Fox and Hound restaurant) I always wondered if it didn't have something to do with that era of shadiness in Detroit history.
