The US is kind of a big place compared to the rest of the Western world. Also the mention of "no snitch culture" would indicate gang violence.
Do they consider "hit men" to be serial killers?

I imagine they would be - LOL. I think the classic definition of a serial killer is anyone who kills three or more people and in this day and age, that inflates the numbers way up there, too.
