The Maui County Council announced it is urging the Hawaii State Legislature to legalize, regulate and tax cannabis for responsible adult-use due to the economic and social benefits that the process would bring.

Tax, this has been the only reason that weed is illegal. Look at running a still, It's illegal to make spirits unless you buy a license. A "fee" of $600 and an annual renewal fee of $300 for the craft distiller's license. So rather than making weed legal the US should ban tax's.
