Sweden hosted one to, but to be fair WC wasn't what it is now, before the 60's-70's it was a lot different with exposure, teams, travelling fans and such.
I don't get this bid either. I think the FIFA decided after the kor-jap 2002 that dual hosting would not be preferred. this came out somewhere in 2014 while BEL and NL had already had their bidding campaigns for 2018.....

To think back to times when the USA or Mexico could host a WC on their own... Not to speak of Switzerland or even friggin' Uruguay (which essentially consists of Montevideo + its countryside).
