Even back in April they could easily determine origins of different coronavirus mutations (this strain came from Italy, this strain from China, etc) and several mutated strains were actively infecting people across the world. I don't really see how "a new strain" is really news because it's been well known since November 2019 that the virus mutates rapidly. Taiwan tried to warn the WHO in Nov 2019 that they detected 4 different strains, but the WHO ignored them.
