The forest floor once had very little fuel, fire would sweep through relatively safely and keep the forest floor clean. Like it had done for many thousands of years.

Then came the stupid US Forest Service and Smokey the Bear with zero tolerance for fire.

Now you have on the forest floor a massive build up of duff and other fuel.
